The line past your sink is yours
In Torrance the sewer lateral, the pipe that runs from your house out to the street, belongs to you, right up to and including its connection to the city main. The city looks after its own 287 miles of sewer lines and nine lift stations. Everything before that is the owner's to maintain.
That matters after a new disposal goes in. If the sink was already slow, or the tub gurgles when the dishwasher drains, the clog is probably further down the line, not in the new unit. We'll tell you which it looks like, and suggest a camera on the line before anyone blames the disposal. City of Torrance, sewer lateral policy
